I think Article submission gives you the best quality links. Social bookmarking and forum postings simply give you the easiest way to get links.

1. find out what keywords to optimize for (1-3 max). 2. optimize your website (tags, structure, content)...include your keyword on your website 3. get links from related websites with high PR (DO NOT exchange links, they are not as powerful as one way links). what kind of websites can you put your link on? - blogs - forums - article directories (write articles (put your link in the article) and submit them to directories) - bookmark your website and its product pages on social bookmarks like stumbleupon, mixx.com etc. also make sure that you put your KW as the anchor text when linking. One way to improve your site is to join in the social network just like what the other respondent stated.This for sure is free. Also you need an optimizer. There are optimization service provider in the Philippines that will surely provide your Optimization needs.
