Customer service reps: Is it policy to delay customer satisfaction hoping they'll eventually just give up?

In the past two months, due to recently moving, I have had the exact same experience with three different companies: all of them owed me a credit balance check and, after eight weeks now, all three are saying it's "still being processed, not sure why." I think it's fascinating that companies will know if you are late with a payment within a single day, but after eight weeks three large corporations (Sears, Comcast, and Consumers Energy) are completely helpless with the money that is owed to me. AT&T was also supposed to grant me a rebate, but every time I call they can't seem to figure out why I haven't gotten it yet. I started to conclude: they probably do this figuring out that, maybe 70% of the time, people will say "This is a waste of my time" and will stop calling. I have read that companies love gift cards because many of them go in the trash, never used, pure profit for the company. Is this the same principle at work? Be honest; no one will know where you work if you confess.

I believe you are correct. Especially this year. These 'service' companies are pulling some bad tricks this year to bolster their financial statements for fiscal year 2009.
