Is legal is I create several different companies that offer the same services?
Is it legal if I create several different companies, that all offer the same services, just different types of pricings to potential customers within the market?

Absolutely, it is called marketing. You may find it cheaper and easier to have one corporation and have several DBA's or divisions. You would only have one set of paper work to complete for reporting and taxation purposes.
