you apply for a legal heir certificate from the taluk Tahsildar. your name and your mother's name will be there. with this you can apply to the municipality to transfer the name. they will transfer it in the joint name of your mother and you. now you can apply loan from bank using the property and your mother also need to sign the loan papers. Apart from this, the central government is saying educational loans are given without insisting any collateral security. When P.Chidambaram was finance minister, he propagated many times like that. so please check up with the bank.
